1. The government of the Republic of Korea has decided to send Representative Roh Chul-rae of the ruling Saenuri Party as special envoy of President Park Geun-hye to the inauguration ceremony of President Evo Morales of Bolivia, which will take place on January 21 and 22.

2. President Morales, who won his third presidential election in October 2014, had made a state visit to the Republic of Korea in August 2010, the first of kind by a Bolivian President, contributing greatly to the promotion of the ROK-Bolivia relations.

3. After attending the inauguration ceremony of President Morales, special envoy Roh will make a courtesy call on him and relay the willingness of President Park Geun-hye and the ROK government to deepen and expand the friendly and cooperative ties between the two countries.

4. The ROK and Bolivia, over the past 50 years since the establishment of diplomatic relations in 1965, have promoted their friendship and cooperation based on mutual understanding and mutually beneficial interests. The ROK has enhanced substantive cooperation in various fields with Bolivia, one of the ROK’s main partners for official development assistance (ODA) since 2010. Examples of such cooperation include the ROK sharing its economic growth experience with Bolivia to help it achieve industrialization and consultations on the ROK’s possible participation in Bolivia’s national strategic projects.

5. The special envoy, when dispatched to Bolivia, is expected to play a role in further deepening and expanding the ROK’s friendly and cooperative ties with Bolivia under the third-term administration of President Morales.
